Step one: Lone Wolf
You've got to know the basics of the game; you need to know how to eat and drink as well as craft items and tools so that you'll be useful if you choose to join a larger group.
Step two: Tribe
Now its time to meet up with your friends or just other players on the server; the time has come to form a tribe. Will you be nomadic? Semi-nomadic? Or claim land for yourselves? And who will be your chief or will each of the members have equal authority? Once you've formed a tribe you can name it, and why not build a group home?
It is recommended that you have a group of three to five players to form a tribe.
Step three: City time!
Once you've chosen a land with your desired resources its time to let others know what belongs to your group; you can do this by setting up border stones at the borders of your land. This doesn't stop players from crossing the line but it does give them a warning that should they cross they may never find their way out. Once its clear what land is your groups gather lots of wood and stone to build stone or wood houses to create a city; you'll also want to have a fire and a well if you don't already have one. Be warned: Now that you have a city its an open target for troll-like players whose desire is to destroy what you created; wood can be burned with torches and stone can be broken with a pick-ax, so you'll want to have at least two players in your group be on guard duty. You may want to consider naming your city and choosing a form of government.
Here are four possibilities for how the city will be governed:
Democratically: The representative will be elected by the people and the decisions that will arise will be voted on.
Theoretically: All citizens will be governed by The Laws of Moses, Shariah law or some other religious law and one or more priests will be appointed to guide the people. Because the game is used in 950 BC it is recommended to use a law that existed before this date not after it, however there is no in-game penalty for ignoring this tip.
Monarchy: Choose a King to rule and decide who will succeed them should they die.
Oligarchy: Agree that a small group of citizens will rule.
It is recommended that you have ten players when building a city.
Step four: The formation of an empire
To form an empire its recommended you have ten other players with you. To officially be part of an empire you need to conquer another city on the same map. Once two cities are in your groups possession you have formed an empire.
It is recommended that the empire has fifteen players when it is established. Allowing the conquered players to join you may turn out well; they know their land better than your group does.
Conquering isn't the only way to form an empire: You can also form one through trade, by connecting your city and another through trade you can become friends and for times of need you can agree to help them out and they can agree to do the same.
